Honoring Trooper Joseph Malone – Indiana State Police

The Central Indiana Police Foundation, in proud partnership with Lucas Oil Products, is honored to recognize Trooper Joseph “Joe” Malone of the Indiana State Police as our December 2025 Officer of the Month.

A member of the Indiana State Police since 2016, Trooper Malone has spent nearly a decade setting the standard for professional excellence, compassion, and courage. In 2024 alone, his dedication was reflected in both his measurable achievements and his immeasurable impact.

A Model of Productivity and Professionalism

During 2024, Trooper Malone initiated over 2,000 contacts, including 585 criminal summons, 78 OWI arrests, and 178 criminal investigations. He completed 252 crash reports and responded to more than 2,100 calls for service—an extraordinary volume for a single trooper, particularly as a day-shift officer.

But beyond the numbers, it’s his character and compassion that truly define his service.

Leading with Heart and Humanity

For the past three years, Trooper Malone has played a key role in ISP’s outreach to Indianapolis’s homeless community—many of whom struggle with mental illness or addiction. Working alongside partners such as IMPD, INDOT, and Horizon House, he has developed deep relationships built on trust, consistency, and care.

He knows many individuals by name, understands the dynamics of various encampments, and often helps connect people to housing, employment, or supportive services. In a population often overlooked, Trooper Malone’s compassion has made him a trusted bridge between law enforcement and some of the city’s most vulnerable residents.

Dedicated Service On and Off the Clock

Trooper Malone’s commitment extends far beyond his patrol duties. He serves as an ISP Youth Camp Counselor, a member of the Honor Guard, and part of the Mobile Field Force. In 2024, he deployed to Milwaukee as part of the security detail for the Republican National Convention, working alongside the U.S. Secret Service and other national agencies.

His leadership, calm presence, and professionalism have earned him widespread respect among peers and community partners alike.

Recognized for Courage and Life-Saving Actions

Trooper Malone has been nominated for multiple honors, including the Silver Star, Combat Action Award, and two Lifesaving Awards—each representing extraordinary bravery and quick action in critical situations.

  • On June 19, 2024, he used his AED and CPR to save a man who had gone into cardiac arrest following a crash on I-65.
  • On October 31, 2024, he again performed lifesaving CPR on a crash victim along I-70, ensuring the man survived until medics arrived.
  • And on September 14, 2024, he earned a Silver Star for scaling an INDOT highway sign structure to reach a suicidal woman in distress over live interstate traffic. Removing his gun belt to climb, he calmly spoke with the woman until he could safely reach her—his empathy and composure ultimately convincing her not to jump.

Each of these moments speaks to the depth of Trooper Malone’s courage, compassion, and dedication to preserving life.
