Recently, Mathew Fox was appointed as Town Marshal to re-start the police department for the Town of Carthage. The Town of Carthage is a population of around 900. Carthage sits in the Northwest part of Rush County. The total population of Rush County is around 16,900. Carthage is the 2nd largest town in Rush County. Carthage’s operating budget is underfunded, as well as the police department. We are in desire needs to upgrade and purchase equipment to be able to do our job safely and efficiently. With the passage of tax reforms at the state house, we will see less tax revenue brought in and will cause even more hardship to our town and department. The following equipment is on top of the list of items needed to start the police department and for me to add reserve officers to the force;
